Born in Eskişehir in 1983, İsa Özinan is married and a father of three. He graduated from Gazi University with a degree in Mechanical Engineering in 2005, later completing the Mini MBA program at TOBB University (2020) and an MBA at Nişantaşı University (2024).
Over 12 years of his professional career were spent abroad across various countries—including the Netherlands, Denmark, France, Germany, Saudi Arabia, Qatar, Oman, Russia, and Libya—holding senior operational and C-level positions at leading global corporations such as Symmetric Holding, Eurasia Tunnel, GWS, Çimsa, ENKA, and Bechtel.
